Government forced to retire IAS who vacated stadium for dog walking

The Tyagaraj Stadium in Delhi will be busy till 7 pm with the players practicing under the guidance of their coaches. Last year, Sanjeev Khirwar, who was working as Delhi Revenue Secretary (IAS 1994 batch), ordered the concerned stadium officials to send away the players and coaches from the stadium to walk the innings. After that he used to walk with his wife Rinku Dugga (IAS 1994 batch) and pet dog. Sportspersons have expressed concern that their sports training will be hampered with this IAS. Also complained to the higher officials of the concerned department.
As this matter came out in the media, severe criticism poured in on the IAS management. The Chief Secretary of the Delhi Government submitted a report to the Home Department. As soon as the report was received, the Union Home Department transferred the IAS couple. Sanjeev Khirwar was transferred to Ladakh and his wife Rinku Duggan was transferred to Principal Secretary, Indigenous Affairs, Arunachal Pradesh. Dugga has been compulsorily retired as per Fundamental Rules (FR) 56(j), Rule 48 of the Central Civil Services (CCS) Pension Rules, 1972, after review of Rinku Dugga’s service record by the Government of Arunachal Pradesh.
